Homeless Prevention and Rapid Re-Housing (HPRP)

    Services are offered in the three HRA/Housing sites, Monday-Friday from 1pm to 5pm.

  • Willows HRA

Target Population: To be eligible for HPRP services, applicants must be homeless or at-risk of being homeless. Applicants can be individuals and/or families. Clients are to be served on a first come first serve basis when eligible for the program.

Program definitions

  • Homeless Prevention defines a living situation where an individual or family is at-risk of becoming homeless, meaning they have received notice of delinquent rental or utility payments and have no means to pay the past due amounts and face imminent eviction.
  • Rapid Re-Housing defines a living situation where an individual or family is currently homeless with no place to sleep tonight. They may be staying in a homeless shelter or housed through a homeless program.

Income Eligibility

Applicant household income must be below the following limits to be eligible for HPRP services. Evidence of income within program limits must be included in the client file. The guidelines are based on 50% of the Average Median Income, shown in the table below:

Required Documentation of Living Situation

Evidence of Homelessness (Rapid Re-Housing) must be in the client file: motel receipt, shelter verification, referral from a local service provider, release from an institutional setting verification, documentation of motel where family/individual stayed the night before, third party verification of homelessness or self-certification as a last resort.

Evidence of At-Risk of being homeless (Homeless Prevention) must be in the client file: Eviction notice or 3 day pay-or-quit, letter from landlord and/or third-party verification of at-risk of homelessness.

Required Documentation of Citizenship

Legal Residence or Citizenship is required for program eligibility. Documentation is required only for the head of household.
